To build a wall for your Seabase in Subnautica, you need a Habitat Builder tool. Equip it, select the 'Wall' option, and choose where you want to place it!
You need the Habitat Builder equipped, then just choose the 'Exterior Modules' tab to find the wall. Place it wherever you'd like in your Seabase!
I just use the Habitat Builder and go to the walls section. It's all pretty intuitive from there.
