Nope, can't do it. GTA 5 doesn't let you buy cars from other players. Stick to the game's dealerships and websites.

Actually, while you can't buy cars directly from other players, you can sometimes snag a car they've customized by finding it in the game world if they leave it there. But it's not the same as buying directly from them. Best to save your cash for the official in-game car websites.
