To buy a submarine in BitLife, you need to have the Bitizenship or God Mode upgrade and then check the shopping tab under Exotic Pets. A few million dollars should do the trick!

So you need to be a Bitizen (wait, that's in-game VIP) and have a ton of virtual cash. Then, head over to the Exotics section and splurge on that sub. Simple as that!
