To get your hands on a Vandal skin in Valorant, you gotta have Valorant Points (VP) first. You can buy VP with real money through the game's store. Once you have enough VP, head over to the in-game store, find the 'Collection' tab or check out the rotating 'Featured' section to see if the Vandal skin you want is available. If it's there, just click on it and complete your purchase using your VP. Sometimes, you might have to wait for the skin to appear in the shop rotation, so keep an eye out!

TBH, it's all about luck and timing since skins rotate in the shop. Save your VP and keep checking the store. Got my dream Vandal skin after weeks of waiting.
