Just press and hold the button to bring up Niko's phone, then dial 555-0155. Be sure not to be waving any weapons around or causing chaos, because those cabbies won't wait around if you're causing a scene!

Dial 555-0155 on your phone. If a taxi doesn't show, it's probably not your day, or you're not standing in a great spot. Try moving to a main road.
