How to Call a Sim Over in Sims FreePlay
Click on the Sim Tracker (it’s the icon with the Sim heads at the bottom of your screen), then tap the whistle icon next to the Sim you want to call. They'll come right over!

Just tap on the Sim you want to call over and select the 'Whistle' option. Easy peasy!
From first-hand experience, I can tell you: Just open the Sim Tracker and hit the whistle button next to the Sim you want. Works every time!
