Just buy it first dude. No Avenger without a Facility to store it in.
Summoning the Avenger in GTA is actually pretty straightforward! Just pull up your in-game phone, go to your contacts, and dial the Avenger service. It's under the list of services you can call for help or equipment in the game.
You can't call the Avenger directly like a cab. You need to own a Facility first. Once you have that, access the Interaction Menu, navigate to 'Services' > 'Avenger,' and voila - air support on the way!
