Umm, you actually can't call Chop whenever you feel like it. He's not like a cab service. It's more about where you are in the game and playing as Franklin. Plus, improve Chop's skills and happiness through the in-game app for more options.
Just press left on the D-pad. But dude, it only works if you're playing as Franklin and outside his house. Simple as that.
