You can't directly 'call' villagers to a wedding like you would with a phone, but at Harv's Island, you get to set up the whole scene with the special someone! Actually, you can't 'call' residents to a wedding. Animal Crossing doesn't really have a feature like that. But, during Wedding Season in June, you can celebrate with special characters on Harv's Island. It's more about setting up cute photo ops than a traditional ceremony with guests.
