Actually, you can't 'call' someone at will in GTA San Andreas. The game doesn't have a cellphone feature for making outbound calls like in GTA IV or V. You only receive calls as part of the storyline progression.

Lol, wish it was that easy but you can't just dial-up people in GTA San Andreas like you're ordering pizza. Your best bet is to wait for the game to prompt you with calls for missions or important events. It's old school, so no manual calling feature here.
