Nope, can't call taxis in San Andreas. You gotta do it the old-fashioned way: find one and 'borrow' it.
You can't actually 'call' a taxi in GTA San Andreas like you do in GTA V. Best bet is to find one on the street, then hop in by pressing the vehicle entry key. Truly makes you appreciate the advancements in later games, doesn't it?
