To cap Fallout 4 at 60fps, you can use the Nvidia Control Panel or AMD Radeon settings if you have a Nvidia or AMD graphics card, respectively. Just open the control panel, go to 'Manage 3D settings', and add Fallout 4 as a program to customize. From there, you should be able to set a Max Frame Rate to 60.

VSync on = 60fps cap. Easy peasy lemon squeezy.

Just tweak the 'iPresentInterval=1' setting in the Fallout4Prefs.ini file to cap it at 60fps. This file is usually found in your Documents\My Games\Fallout4 folder. Changing it to 'iPresentInterval=0' uncaps the fps, but make sure to cap it through your GPU's control panel to avoid issues.
