Easiest way? Just dive into the Nvidia Control Panel or AMD Radeon Settings if you're on PC. Look for 'Manage 3D settings', then 'Program Settings'. Find or add Fallout 4 and set your Max Frame Rate to whatever you fancy. Smooth sailing in the wasteland!

Honestly, just use a third-party software like RivaTuner Statistics Server (RTSS). It works for pretty much any game, not just Fallout 4. Set it up once, and forget about it. Plus, you get to see all those sweet, sweet frame rates live on screen.
