You can't capture 'units' like individual soldiers, but you can get enemy generals to join your side. Win battles, impress them, and offer them a job!
Capturing units? Not really a thing in Three Kingdoms. Just defeat them and hire their generals. Simple as that.
After a battle, you'll sometimes get the option to hire captured enemy generals. Make sure to review their loyalty before adding them to your ranks!
