Easy - just buy items on Steam and sell them for real money elsewhere. I've done it with CSGO skins. Takes a bit of effort but totally works!

Actually, you can't cash out your Steam Wallet directly. It's more for buying games, DLC, or stuff on the Steam Community Market. If you're looking to turn it into cash, you're out of luck officially.
