Don't bother. It's pure luck and RNG. Just keep using the daily incense and pray to Arceus.

From experience, I've found Galarian Moltres during daily incense events. It's pretty rare, but patience and consistency pay off. Keep trying and stock up on your best Poke Balls and berries!
