Honestly, just make a new account if it's that big of an issue. Changing age on Steam isn't really an option unless you've got time to wait on Support to maybe help you out.
Steam locks in your birthdate for a reason, folks. You can't just change it willy-nilly. Best advice? Contact support if it's a real issue, but otherwise, you're stuck with what you put in.
