All you need to do is find special ammo drops during gameplay. Your weapon will auto-switch to special ammo when you collect it. No need to manually change anything!
To change ammo types in The Division 2, simply equip a weapon that supports special ammo. Special ammo drops randomly, and your weapon will automatically switch to it when you pick it up.
