Nope, can't switch characters whenever you want. Gotta love Luffy though, right?
Sadly, you can't change characters on a whim in One Piece World Seeker. You're mainly playing as Luffy. However, missions named 'Episode Quests' let you play as other characters. So, you'll need to unlock these specific missions if you're itching to step into the shoes of someone other than our stretchy pirate.
