I've spent hours doing this! Open the main menu, navigate to 'Status', select the character, go to 'Titles' and pick one that has a cool outfit.
To change clothing in Tales of Vesperia: Definitive Edition, head to the menu by pressing Y/Triangle. Go to 'Status', select the character, and then switch to the 'Titles' tab. Select a title that has an alternate costume, and boom – new outfit!
