It's simple. When you're on the character select screen, press Start on your chosen character and the costume options will come up.
Just press Start when selecting your character and you should see different costume options to choose from.
In my experience, you have to unlock some of the costumes first before you can switch. Then, press Start on the character select screen!
To change costumes in Mortal Kombat Armageddon, go to the character select screen, press Start on the character you want, and you'll see the costume options!
