Changing currency on Steam isn't as straightforward as clicking a button, sadly. Your Steam wallet currency is automatically set based on the country listed in your Steam account settings. If you've moved to a different country, you need to update your store country by going to 'Account Details' and then clicking on 'Update Store Country'. You'll need to make a purchase with a payment method from your new country to complete the change.

Just move to another country, lol. But seriously, you need to update your account details with your new country and make a purchase with a local payment method.

It's not about changing the currency per se. Steam adjusts your wallet's currency based on the country your account is set to. I had to update mine after moving abroad, and it involved updating my store country and making a purchase with a local payment method. Bit of a hassle but worked.
