Actually, there's another way if the first option doesn't work for some reason. Navigate to the Fallout 4 installation folder, find the 'Fallout4_Default.ini' file, and open it with a text editor. Look for 'sLanguage=' and change it to 'sLanguage=en'. Save the file, and the game should run in English now. Remember to set the file to read-only after saving, so it doesn't revert back to Russian.
