You can't directly change the Family Manager on PS4. You'll need to delete the current family account and create a new one with a different Family Manager. Yeah, it's a bit of a hassle but it's the only way.

Short answer: You can't. You'll have to delete the family and start a new one.

From my experience, the only way to change the Family Manager on PS4 is to delete the whole family setup and re-establish it with the new Family Manager. It's not ideal, but it gets the job done.
