You'll need to tweak the game's settings file. Go to Documents > My Games > Starfield, then open StarfieldPrefs.ini with a text editor. Change the iPresentInterval setting to 0 to unlock the FPS.

Fps limit can be adjusted by editing the StarfieldPrefs.ini file. Set iPresentInterval to 0 to uncap the FPS entirely.

Easy peasy! Just go into your StarfieldPrefs.ini and set iPresentInterval to 0. That should do the trick!
