You can't change hair in Ro-Ghoul while you're in the game. You'll need to go back to the main menu and access your avatar customization there.
From my experience, the customization menu has plenty of hairstyles to choose from. Just hit Customize, and you're good to go!
You can change your hair by heading into the customization section. It's right there for you to try different looks. Simple!
