You can't directly change a house. You have to build or buy a new one and then move your Sims there!

Easy! Just click on the 'Move House' button in the Sim's Info panel, select the new house, and confirm. Your Sim will be headin' over in no time!

From experience, tap on your Sim’s face icon, then 'Relocate.' Choose the new house and confirm.
