Switching the Hydra from hover mode to flight mode (and vice versa) in GTA V on PS4 is all about the right d-pad. Simply press right on the d-pad to toggle between the two modes. Just make sure you're high enough when switching to flight mode, or you might have a closer meeting with the ground than planned!
I remember the first time I tried switching modes in mid-air and nearly crashed. Yeah, just press the right on the d-pad, but maybe practice over the ocean first!
