You can’t directly change a Pokémon’s IVs in Pokémon GO, but you can try to catch higher-IV Pokémon or trade with friends to get different IVs.

IVs are set when you catch a Pokémon, and changing them isn’t possible yet. Your best bet is to keep searching and trading.
