It's pretty simple! Just open up Steam, then head to the top-left corner and click on 'Steam' > 'Settings' (or 'Preferences' on Mac). In the Settings menu, go to the 'Interface' tab, and there you'll find a drop-down menu for 'Select the language you wish Steam to use.' Pick your desired language, restart Steam, and voila! Your Steam should now speak your language.

Honestly, I think it's easier to just leave it in English. Most games and their community content tend to be in English, so you're not missing out on much.

Short answer: Steam menu > Settings > Interface > Select language > Restart Steam. Done!

Changed mine to Japanese for practice and it was super easy! Just follow the steps in the Interface settings. Makes for a fun way to learn while gaming.
