It's simple: use 'Newbie Teleport' or 'Random Teleport'. I moved my city a bunch of times this way and it worked perfectly each time.
You can change your location in Rise of Kingdoms by using a 'Newbie Teleport' if you're below City Hall level 8 or a 'Territory Teleport' or 'Random Teleport' if you're above that level. Remember, you can only move to a region where your alliance has territory!
