How to change location on Steam
To change your location on Steam, you gotta go to 'Settings' or 'Preferences' if you're on a Mac. Hit up the 'Downloads' tab and then look for the 'Download Region' dropdown menu. Pick the region you wanna switch to, and boom, you're all set. Just restart Steam to make sure the changes take effect.

Honestly, just pick the closest server for downloads. Anything else could get you in hot water with Valve's policies.

Steam doesn't officially support changing your store country to one where you don't live. It's mainly for when you move. To do it, use the Steam client and go to 'Account Details' from your account name at the top right. Click on 'Update Store Country'. You'll need to provide a payment method from the new country, though. So, it's not as simple as switching download regions!
