To change mobility in XCOM 2 for weapons, you gotta dive into the game's config files. Head to XCOM 2's installation directory, find the 'DefaultGameCore.ini', and open it with a text editor. Look for the section that lists soldier stats and tweak the mobility values there. Don't forget to back up the original file before editing!
Honestly, just use the console commands. Press the tilde (~) key in-game and type 'stat mobility' followed by the desired value. Cheaty but effective!
