Just jump in your Orbiter, go to Personal Quarters, and hit up Transference. You'll find the voice options under Operator customization.

To change your Operator's voice in Warframe, head to the Personal Quarters on your Orbiter, access the Transference room, and interact with the Operator customization pod. From there, you can adjust the voice settings. Easy peasy!
