To change outfits in The Division 2, just head over to your inventory menu, select the 'Apparel' tab, and mix and match to your heart's content!
Just go to the 'Apparel' tab in the inventory and pick your style. Easy peasy!
Hit your menu button, go to inventory, navigate to the 'Apparel' tab, and then you can change your gear and outfits there.
