Had to do this myself recently. Go to 'Settings' > 'Page Roles'. Add the new owner as an Admin. Once they accept, you can remove yourself if needed.
Just make them an Admin, then you can step back. Simple as that!
You gotta make the new person an Admin first. After they accept, they can take over and you can remove yourself. Done and done!
