Short answer: You can't officially. GTA San Andreas has you playing as CJ for the whole story. But hey, mods are your friend if you want to become someone else in San Andreas. Just make sure you know what you're doing, or you might end up breaking your game.
I played GTA San Andreas for years and never needed to change CJ. Honestly, his storyline is what makes the game. Changing the player character sounds cool, but you'd miss out on a lot IMO.
