Changing your profile picture on Steam is super easy! Just open Steam, click on your username at the top right corner, and select 'View Profile' from the dropdown menu. Once you're on your profile page, hover over your current profile picture and click 'Edit Profile'. You'll see an option to 'Choose File' under 'Avatar'. Select the desired picture from your computer, adjust the cropping if needed, and hit 'Upload'. Boom, new profile pic!
