Go to Settings > Themes > Select Theme, and you'll find the Custom option to set your own image as a wallpaper. Voila!

Just use a USB stick with your chosen image, go to Settings > Themes > Custom > Select Image, and set it as your wallpaper.

Use the PS4 web browser to download an image, then navigate to Settings > Themes > Custom > Select Image. Easy peasy!
