I find it easiest to use software like NVIDIA Control Panel to set your display resolution to 1080p before launching the game. Works like a charm!
Changing the resolution in Undertale is super easy! Just go to the settings menu and adjust the Fullscreen mode and the window size options there. Be sure to set the window size to 1080p!
Tbh, Undertale's default resolution settings are pretty limited. It's easier to just play in windowed mode and resize the window.
