Roblox doesn't have a built-in feature to manually change server regions. However, joining a game when fewer people are online might put you in a server closer to your region.
From personal experience, the best way to get in a different server is to join friends in other regions. Get a buddy from another time zone and have them invite you!
You don't need to change the server region. Roblox does a pretty good job of connecting you to the best available server based on your location.
