You need to open your inventory (Tab key), grab the new scope, and drag it to your weapon's slot.

Press the 'right mouse button' to switch between the different scopes you have equipped on your weapons. Quick and easy!

You honestly just need to hit 'right-click' in the inventory to attach a scope. It's simple but took me ages to figure out!
