To change skins in Mortal Kombat 11, go to the 'Kustomize' menu from the main screen. Select your character, then choose which skin you want to equip. Easy peasy!

Go to the 'Kustomize' menu in MK11, pick your character, and then you can switch skins under the 'Skins' section.
