Just go to the army setup screen before a battle, select your wizard, and drag and drop spells. Easy peasy!
You don't. Once you learn them, they're stuck. Deal with it.
In Total War: Warhammer, select your spellcaster during the campaign or battle setup. Click on their spellbook and toggle the spells you want to equip.
