Be warned, Steam doesn't take kindly to country hopping for better game prices. They require a payment method from the country you're changing to, mainly to prevent abuse of regional pricing. So, if you've actually moved, no sweat. If you're trying to snag games cheaper, might not be worth the hassle.

Changing your Steam country is simple but remember, you need a payment method from the new country. First, log into your Steam account and go to 'Account Details' from the drop-down menu under your username. Then, click 'Update Store Country' and follow the instructions. I moved from the US to the UK last year and had to change my Steam country. Can confirm you need a local payment method. Steam's pretty strict with this to prevent people from exploiting regional price differences. But once you provide a valid payment method, it's a breeze!
