To change weapons in Warframe on PS4, simply press the Triangle button to swap between your primary and secondary weapons. If you want to equip a different weapon entirely, go to your arsenal in the ship and select the weapon slot you want to change.
From personal experience, press the Triangle button in-game to switch between your primary and secondary weapons. If you need to change your loadout, access the arsenal in your ship and select the slot you want to update. Easy peasy!
