Easiest way is to start PUBG, then Alt+Enter to windowed mode, drag it to the desired monitor, and Alt+Enter again to go full screen.

You can also go into your display settings, set the preferred monitor as main display, and launch PUBG. Works like a charm!

I had the same problem! I ended up changing the primary display in the Nvidia control panel, then launching PUBG.
