Unplug and replug the Xbox 360 controller while no other controllers are connected. It should automatically become Player 1.

Easiest way? Just turn off all the controllers, then turn on the one you want to be Player 1 first. Works like a charm!

Pro tip: Disconnect wireless controllers through the console settings, then reconnect the one you want to set as Player 1 first.
