From someone who does this a lot: Open the Xbox app on your PC, select your profile pic, go to 'Customize profile', and then choose 'Change gamerpic'. You'll see the selection of Xbox's pre-made pics or you can upload your own. Good luck!

Super easy! Open the Xbox app on your PC, click on your profile picture in the top right, then click 'Customize'. You'll see an option to change your gamerpic. Voila!
