You can change your outfit in Yakuza Kiwami at New Serena, but only during Premium Adventure mode or New Game+. Just head to your stash there!

Just so you know, you can't swap outfits during regular story mode. Bummer, right? Go to New Serena in Premium Adventure!

You have to complete the main story first, then go to New Serena in Premium Adventure mode to change outfits. Simple as that.
